Disable Hardware Acceleration in the Browser.
Can you make a video showing the issues?
Have u tried wiping out the browser completely and/or all its cache?
Gtx 1080
i7 6700
16gb DDR4 3000Mhz
Windows 10
EDIT:
And it's not the internet as I have 300/300 Fiber.
2. No.
3. The browser isn't the problem as I've stated, it's something that happens with the windows store app as well.
Just because you have fast internet doesn't mean there isn't a problem with it. Hell you couold get 300 every time you do a speed test all day long and still have an issue between you and Netflixes servers.
Windows Key + S > Command Prompt > type in the following without quotes and hit enter.
'tracert www.netflix.com'
Here's and example I just ran
C:\Users\*********>tracert www.netflix.com

I know I'm having intermittent issues and my ISP looking into it.

And what do I know now?
If its not their end and they can't find a cause then atleast you rule them out. But as you said your system is more than capable and as it's only a recent issue, internet connection is the obvious culprit.
However, i'm getting tired of waiting.
