Cpu cooler too tight?
I decided to build a new pc i picked parts and everything got here but when i tryied to put on the stock wraith stealth it was way to hard to get the screws in but when i got all of them in i tightend them fully is it way too hard or not

Finger tight, no tools. Stagger, just like you do when you put on a tire.

If you did that, then no worries.

One easy way to tell if it is to tight, is if you hold the motherboard up and it is warped. Or you see stress cracks. Stuff like that.
Some coolers are built in such a way as to not allow overtightening. The Cooler Master 212 evo is like that . It has stops.

The motherboard is a b350 tomahawk arctic and the cpu is ryzen 1200 with stock cooler and i screwed the cooler hard but the screws has like springs on it. but i screwed it on hard

As long as it doesn't move if you gently tug on it thats good enough. So moderatly snug. Overtightening is not a good idea as you could damage the CPU. Intels stats say there should not be more than 60 pounds of static force on the top of there CPUs.

The springs provide the appropriate force on the heat sink and the screws just keep the heat sink secured to the motherboard/socket. You'll be fine.
