I've been looking at two pre built pcs which I can get for a little cheaper to around the same cost with the same kinda stuff so. less someone can help me out which this I'm kinda lost here. I know little to nothing about this stuff besides compairing and reveiws on stuff.

I try to save money then get hit hard with bills. I had over $3000 saved for a computer build then 1 bill took it all

Get a 1600 not a 1600x. The 1600 comes with a good cooler that will let you OC to a 1600x with no issue.

16gb of 3000mhz dual channel ram instead of 8gb slow single channel ram slowing the Ryzen down.

there is no salvage from the pc I have right now besides maybe 1 or 2 parts. everything else is not worth keeping

In any case (pun not intended) check the two builds linked here. You can see that for the cost, you can get a considerably better build than those pre-built ones you linked.
