no it doesnt mean that they can be overclocked without issue. They mostly OC worse then the non-X CPU's.
The X is just factory OC'ed while the non-X comes with a really good stock cooler. However the non-X can be in nearly every case OC'ed to at least the X-CPU clockrates and in the end OC'ed as high as they could.
Most of the "X" models usually lack being bundled with a stock cooler as well, so be sure to check this. PCPartPicker is easy enough and will tell you such things at ease / at a glance. X models are just pre-OC'ed from the factory and pass various stability tests, allowing for a certain stamp of approval to be shipped out at those higher clocks. A non-X is basically a binned X variant; but that doesn't mean it won't OC. You also do not require an X370/X470 Motherboard to OC the Ryzen CPUs.
