Why not get Trident Z RGB 3000MHz if you want RGB and fast RAM? There also other fast RGB RAM modells despite G.Skill.
i dont have on shop trident Z RGB 3000 mhz only 2400 mhz with rgb
if you can - not garunteed to work. G.Skill likes to highly bin there chips. And Intel is really latency depending. It a downgrade if you overclock DDR4-2400 to 3200 and have to get timings like 19+

Go with the 2x16GB DDR4-2400 kit you mentioned in the OP.
nah you'll lose dual channel which is a free performance upgrade that doubles the bandwidth and will nearly double the performance in RAM heavy Tasks.
I wouldnt bother either because the etsting takes to long and its not garunteed that you can OC it so high depending on silion lottery. That OCing from 2400MHz to 3200MHz increase CL Timings is BS. Standard DDR4-2133 has timings of 15. DDR4-3200 also exist as CL14 which is lower not increased. Normally you have CL15-16 there as standard.
DDR4-2660 does not exist... 2600 and 2666 does (2600 only when OC'ing manually). Also you have no idea if you can OC beyond it. It depends on the silicion lottery again. If you have Samsung B-Dies, it actually is kinda easy to achieve.
