Would a Ryzen 3 2300x bottleneck?
I was wondering if there would be any bottlenecking with a RX 570 4GB.
Any other specs just in case:

8GB 2400mhz (Will upgrade)
1TB HDD

With that card its fine. Its a potent quadcore CPU.
If you have a bit more money i would recommend going instead for a R5 2600 which has really fallen in price and is just more future proof.
But even the 2300x is totally fine with that card.

no not really. Good budget setup. But your seriosly should upgrade RAM to faster RAM to truely unlock your CPU and get more capacity. Also a SSD will highly help overall eprformance.

there is always a bottleneck

depends on the game and settings
if you lower res and settings and expect 1000fps, yes the cpu will hold it back
if you max settings at 4k, the gpu will be the limiting factor
