Download Speed
My download speed won't go past 380 MB/s. I've cleared download cache, restarted steam, paused and resumed download, changed region, and still the same. Can I get my speed up to around 700 MB/s without changing internet connections?

You sure you don't mean 380megabits? Because I honestly have doubts that you have 3000+ megabits per second. Unless you have google fiber or what not.
In downloads it said 380 MB/s at max, not sure if MB stand for megabits or megabytes. It is now down to around 350 KB/s

MB stands for megabyte. Mb stands for megabit.
Not sure if it was Mb or MB but it's now down to KB/s

Have you tried resetting your router at all? Because I sometimes have to do that when I have download issues. Also, make sure nothing else is downloading in the background, like an update, or utorrent or some other program that can be downloading. That'll cause major slowdowns with download speed. Also, if you can or if not already, make sure you select the 5ghz network instead of the 2.4ghz if you have that option.
I cant reset the router, its not my PC. I did try downloading something else and that took my speed down from Mb to KB. No downloads anymore and it's still slow.

Well just because it's not your computer shouldn't stop you from being able to reset a router. Do you mean you're not allowed to reset your router because your parents won't let you or something like that? Because honestly. The way to fix most slowdowns are to give your router a reset once in a while. And it also depends on location, if you are in a bad location you might not get the speeds that you are paying for.
It's a public computer at a hotel, I'm not even supposed to download stuff but it won't hurt anybody to play some steam games while I'm here. I don't want to draw too much attention to myself so that the front desk person bans me from using the computer. It's happened before.

Well it's a hotel, what do you expect? Fast internet? There's probably a crap ton of people using the internet, plus the internet speeds aren't even that fast to begin with because, well... it's a hotel. I thought you were talking about your actual internet at home. There's nothing you can do in that case then.
True. It might not be a computer issue, maybe its just the internet since probably about 10 people or more are using their phones rn.

1st - What internet bundle do you have, and how much download speed does it give you.

2nd - Try updating ethernet drivers

3rd - Buy a brand new ethernet cord.

Most Internet problems are caused by crappy ISPs or bad weather. However you will have to pay more if you want faster downloads.

Restart the modem. If the problem persists, call the ISP.
