that statement is subjective.. it might be able to run any game maxed out but at what resolution and framerate? at 1080p i would say you are mostly right but there will be some games it won't achieve above 60fps always even at 1080p max settings.
Granted, if you intend to have a whole new build, the RTX 2060 that is the GTX 20-series replacement for the 1060 is better than the 1660 TI as well.
Basically
1660 is better than RX 580 AND GTX 1060.
GTX 1660 TI is better than a normal 1660
RTX 2060 is better than a 1660 TI.
If you can afford a 1660 / 1660 TI but not 2060, get the 1660 / 1660 TI.
If you can afford a 2060, get it, it'll be better and more future-proof.
If you can find a 2060 for near 300, then I'd just go with it. The 1660 TI was around 280 USD or so last I looked on Amazon, whereas the 2060s start at about 350 USD. I'd just say that if you're upgrading a current PC, get the 1660, if you're doing a new build, just go ahead and grab a 2060, it'll be more future-proof than a 1660 or 1660 TI.
Price of card / FPS = Cost per frame
For example:
$180 card / 60 FPS = $3.00 per frame
$215 card / 70 FPS = $3.07 per frame
In this hypothetical situation, the first card is the better value. But I imagine most gamers would pay $35 if they could get 10 more frames. If I were you I would check out benchmarks for the games you play to compare the cards.

If that's what you want and the price is affordable to you sure.
No body can really tell you what to buy.
The Rx 580 is mid range and it's priced accordingly.
1050 Ti is the lowestc ard in the line up. The only car lower of the GTX Lineup is the 1050 Non-Ti.
If you lsit all the cards:
1050
1050 Ti
1060
1070
1070 Ti
1080
1080 Ti
you see that 1070 is the exact mid of the GPU lineup. The RX580 on the same level as 1060 is definetly below mid range and the 1050 is no where close to the mid also not performancewise while a 1050 Ti is 70-90% behind a RX580.
