you cant compare the PS4 with a PC directly. The main problem is within optimization.
Consoles only have 1 specific hardware configuration that is the same for every console. Therefor the game developers can programm the games in a way to sue 100% of the resourcess as effectivly as they can.

For PC's you have 100 different PC's of which not more then 5 PC's going to have overall the same configuration. Tehrefor developers cant program like with consoles for a speicif hardwareset but need to programm the game to work on every different device which makes perfect optimization nearly impossible.

PC's hardware easily outmatch consoles but that does not mean that they can directly outperform consoles because of the missing optimization.

if you want to build a pc with console specs it will not be able to run windows and current games

8g ram shared with gpu and cpu
1ghz 8 core cpu
rx 460 gpu range with shared ram as above

It's not like it's missing, it's just "30 fps multi-core energy efficient laptop APU" optimization. The only way to really compare PC to a console is by running the same game with the same framelimit, and there's barely anyone willing to play 30 fps on PC as most don't pay enough attention to frametimes, so 30 fps looks awful on PC in most cases. And once you increase the load on graphics pipeline, while things like AI and weather and whatnot require around the same CPU power despite the amount of frames - that's when the workload balance breaks and we end up with all kinds of performance problems.
Lots of people´s PCs doesn't outperform consoles.

And console games typically run at about medium settings not the ultra people benchmark in and judge performance in.

And for the normal PS4 30 FPS 1080p was ok with 60 fps for some titles.

Something like an RX 460 I guess may be ok for beating 30 fps at medium 1080p or doing 60 fps at 720p at-least.

As for a PS4 Pro that's more like a GTX 1060 and there one should preferably have the 6 GB version of the card, it's kinda hard to expect 4K gaming on that card but the PS4 cheat by using checkerboard rendering only rendering every second pixel and then using neighbour averages to fill in the blanks as well as render at a bit lower resolution and upscales, plus as said typically games doesn't run at the PC Ultra equivalent.

The PS4 do have a sub-optimal processor for PC games in that it's like AMD FX processors with many weak cores and run at a pretty bad clock rate. I don't know if the memory system solution can compensate a bit for that. And yes developers have to optimize to what they get there so they have to make it work somewhat fine on that system.

I kinda feel even the old dual core i3s with four threads and say RX 560 or 1050Ti may be somewhat similar.

Actual more similar would be something like an FX-8320 or so but if you actually want to build a system don't use that.

The cheapest cards are poor bang for your buck if you measure by performance / dollar. If all you judge by is "can I play a game on this" then they may be fine.

Let´s do lowest price in SEK / turbo single-precision gflops for some cards:
RTX 2080Ti: 11890 SEK / 13448 gflops = 88.4 öre / gflops.
RTX 2080: 7290 / 10068 = 72.4 öre / gflops.
RTX 2070: 5490 / 7465 = 73.5 öre / gflops.
RTX 2060: 3890 / 6451 = 60.3 öre / gflops.
GTX 1660Ti: 2990 / 5437 = 55 öre / gflops.
GTX 1660: 2499 / 5027 = 49.7 öre / gflops.
GTX 1650: 1749 / 2984 = 58.7 öre / gflops.
GTX 1050Ti: 1789 / 2138 = 83.7 öre / gflops.
GTX 1050 3GB: 1605 / 2332 = 68.8 öre / gflops.
GTX 1050 2GB: 1456 / 1862 = 78.2 öre / gflops.
GTX 950: 1049 / 1572 = 66.7 öre / gflops.
GTX 750Ti: 1799 / 1306 = 137.7 öre / gflops.

Then again lots of them are available used and the last card above just happen to be expensive neither that or the one above is really around in the stores any longer.

As can be seen the best value for the graphics card alone as far as performance / monetary unit go is the GTX 1660 followed by the 1660Ti, the 1650, the RTX 2060, the GTX 1050 3 GB and the RTX 2080.

GTX 1660 is more powerful than the Playstation 4 Pro graphics and it has a good price. I guess it's a good premium gamer card then, you get a bit more performance and ray tracing at 20% worse value with the RTX 2060.

Out in reality though a graphics card can't be used by itself but have to be used with a computer and monitor and accessories which also cost money and without a graphics card keeping up you don't get the best gaming performance bang for your buck there so if one consider such a setup then the RTX 2080Ti may be the best value for money, or at-least tied with many of the others.

Maybe 750Ti stand up ok against the original Playstation 4 but it's not something I'd recommend buying new and it will feel a bit slow now. The GTX 1660 on the other hand is likely very nice.

Worth pointing out is that the RX 570 4 GB start at 1565 SEK and it will perform better than the more expensive GTX 1650. 8 GB version start at 1898 SEK with the RX 580 4 GB sitting at 1999 and the 8 GB one at 2190 SEK. All cheaper than a GTX 1660. So the GTX 1650 isn't worth buying. The 1660 seem to be a stronger card than the RX 580 so the higher price is ok there I suppose.
