Anyway, the fans not spinning is normal when the card is idling in desktop mode.
same was true with my ASUS Strix GTX 960 ..card still works fine like that 3 yrs later
once it hits 60 C the fans come on
so fans not spinning does not mean a dead GPU or a problem with the graphics card
make sure you have your GTX 1060 power connector inserted properly
(yes sometimes they can slip out if not seated firmly and locked)
could also be a bad ram stick .. so if you have more then 1 stick of ram pull all but one and try to boot your PC with only a single stick ..try all ram sticks one by one
