Gtx 1060 fans not spinning or showing display
When I boot my pc. My flu fans will spin for 5 seconds and then stop. I left it for about 5 minutes and the guy started to get warm and the fans still weren’t spinning. And ontop of this I can’t see my monitors

Are you sure that the monitor is connected to your videocard and not the mainboard?
Anyway, the fans not spinning is normal when the card is idling in desktop mode.

check your GPU temp .. with my 6 gig gigabyte GTX 1060 the fans do not come on till it hits 60 C

same was true with my ASUS Strix GTX 960 ..card still works fine like that 3 yrs later

once it hits 60 C the fans come on

so fans not spinning does not mean a dead GPU or a problem with the graphics card

make sure you have your GTX 1060 power connector inserted properly
(yes sometimes they can slip out if not seated firmly and locked)

could also be a bad ram stick .. so if you have more then 1 stick of ram pull all but one and try to boot your PC with only a single stick ..try all ram sticks one by one

Most modern gpus don't run their fans at all usually when gpu is below approx 60*C as it helps preserve the life of the fans and air cooling isn't really needed for the gpu below such temps
