Well An RX 580 is what i can afford at the moment, do you think i should save up some? if so, whats a good alternative?
580 is still just a mid range 1080p gpu, in such a case as that, what good is the 9900K to you?
The whole reason i tought of buying a new Processor was because of the ridiculous time i had to wait to change turn on total war Warhammer so i dont think fps is that important even tho i play shootergames sometimes

The 9600k, 9700k and 9900k have nearly identical thread speeds, so you could swap the 9900k for a 9700k or 9600k and get near equal turn times. For Civ6 the turns take 30,31,34 secs respectively. The ryzen 3600 takes 36 secs. So look for WH turn time comparison info on the web.
I don't play any of the warhammer TW games but have a few thousand hours in Empire with modded super-sized units. The better the cpu also helps avoid lag moving around in battles. A 9700k would be my choice but if budget is an issue either (1) try the 670 and if it works OK save up for something better or (2) get the 9600k or 3600 and whatever good video card you can afford.
Keep an eye on the black friday deals for a new gpu.
Who cares. It doesn't justify going 9900K and 580 that's about as ridiculous as you could get with that being your budget.
Going 3600 or 3700X and a better gpu makes much more sense.
I have a 3900X + X570 mobo + 32GB RAM, with the new AGESA 1.0.0.4 BIOS, 3-4 of the cores boost to 4.6Ghz or higher, but my gaming experience is being held back by my using my PowerColor RX VEGA64 Red Devil. Yes, it's a good card, but it's definitely holding back gaming performance on my rig, I have to run at High (not Extreme, not Ultra) setting to get playable framerate and the card struggles with games like GoW5, Metro Exodus, Borderlands 3, CoD MW at 3440x1440. I can get an RTX2080 Ti to resolve my framerate issue, but I'm waiting for big NAVI 23 (I'm something of an AMD GPU fanboy) or even nVidia's Ampere (only if nVidia doesn't go ♥♥♥♥♥♥♥ with pricing).
