Getting more out of my i5-4440
Currently upgrading is not an option and I want to know if there is a way to get more juice out of my i5-4440. I turned on oc genie but I'm not sure if that's doing anything.

You can't overclock a locked CPU on a locked motherboard. You're stuck where you're at if you can't afford an upgrade.
things that can add more juice: having max memory (and supported memory speed) and adding an ssd (to improve read and write of data)

Hmm, but is there a way to limit a program so it doesn't use 100% of my cpu?

I don't think that's what he'd meant, adding more and faster RAM would help somewhat, and SSD's would definitely help with game level load times, but he's still limited by (by now) slow CPU and 4C/4T. I think he can still OC, but not by multiplier though (ain't too sure about this CPU though). OP's pretty much stuck with what he has.....a faster GPU may help, but ultimately, his i5 4440's slow Max Turbo of 3.3Ghz and 4C/4T is gonna hurt performance regardless of what higher end GPU he uses.

You have a 4 core 4 thread CPU, you're at an entry level spec that you can't get out of. It's very common to have at least 80% usage in a game that can use all of that.

If a program is coded to use 4, 6, 8, or higher threads, then that's what it'll need *to use*, nothing can stop that. If you've not got the threads to back it up, you're going to get stutters.

But, yes, there is a way you can ''limit'' how much of your CPU a game uses, however I strongly advise against doing it, because it WILL tank your performance hard.
Open the game you want, open task manager, right click a program, click ''go to details'', then right click the game/program you want to limit, then click set affinity, select how many threads you want the game to use, click ''ok'' and then play the game.
What that does, afaik, is lock the process to only using those threads.

You can also lower your usage another way, but it won't have that much impact.
RTSS capping your framerate to something lower - this will make the CPU send less data to the GPU about the scene.
(Bonuses, smoother gameplay, lower input lag (if your GPU is <95%), and lower temps/power draw.)

Other than that, the best you can do is upgrade.

I had a look at how much extra performance an i5-4440 can get above stock settings and it's not very much at all. So I think tweaking performance is going to be a waste of time.

In the OC Genie it might be possible to get a little more performance by using manual settings rather than auto settings. The purpose of the settings is to change the cpu's turbo max frequency. As you change the settings the bios screen should display what the the new turbo speed is going to be. Stock turbo on that cpu is 3300 MHz. Raise it to say 3.7 and then try to reboot. If it is too high lower it and try again.

It is normal for all old i5's to show 100% usage. They seem to do this regardless of actual load.

Since it's locked I wouldn't bother about trying to OC it.
Which GPU do you have? It's better to OC it instead of CPU.

The problem is that my keyboard sometimes has a delay when in forza horizon 4 and I think it might be because my cpu is always at 100%. My gpu is a 1060 and is at 70%. Tried changing the settings to find the optimal spot but all on lowest seems to be the best.
I will try to limit my fps in-game.

Play with FXAA or CMAA disable all AA.

You could try and OC your cpu by increasing the base clock (BCLK). But may introduce instability. It is used to determine the frequency of FCLK, RAM, Cache and the CPU. They use their own multiplier of the BCLK frequency.

Lower your ingame settings. Like LOD, draw distance, fov...

Having 16gb ram helps out.
Along with using an ssd, at the very least for housing OS and core apps.

Use core affinity to limit process access to certain cores.
