You have a 4 core 4 thread CPU, you're at an entry level spec that you can't get out of. It's very common to have at least 80% usage in a game that can use all of that.
But, yes, there is a way you can ''limit'' how much of your CPU a game uses, however I strongly advise against doing it, because it WILL tank your performance hard.
Open the game you want, open task manager, right click a program, click ''go to details'', then right click the game/program you want to limit, then click set affinity, select how many threads you want the game to use, click ''ok'' and then play the game.
What that does, afaik, is lock the process to only using those threads.
You can also lower your usage another way, but it won't have that much impact.
RTSS capping your framerate to something lower - this will make the CPU send less data to the GPU about the scene.
(Bonuses, smoother gameplay, lower input lag (if your GPU is <95%), and lower temps/power draw.)
Other than that, the best you can do is upgrade.

In the OC Genie it might be possible to get a little more performance by using manual settings rather than auto settings. The purpose of the settings is to change the cpu's turbo max frequency. As you change the settings the bios screen should display what the the new turbo speed is going to be. Stock turbo on that cpu is 3300 MHz. Raise it to say 3.7 and then try to reboot. If it is too high lower it and try again.
It is normal for all old i5's to show 100% usage. They seem to do this regardless of actual load.
Which GPU do you have? It's better to OC it instead of CPU.

Play with FXAA or CMAA disable all AA.
Lower your ingame settings. Like LOD, draw distance, fov...
Along with using an ssd, at the very least for housing OS and core apps.
This has nothing with the CPU load.
