ez upgrade for intel 1150 boards that need a better cpu
those boards shoudl be avoided at all costs
if you are spending $500 on a cpu spend the extra $100 for a proper mobo and $80+ for ddr4
The intel imc supports both up through 9th gen because real world ddr4 low power is *just* now getting tp be widely available. Many low power latops still use ddr3l because its cheap and available.
This is why its possible to use ddr3 with these chips, its just blocked by Intel by default.
Performance will suck with 1333 or 1600, but at 2400 or greater should be about equal to the same speed ddr4. At same speeda the version makes no difference. Performance of ddr 2400 cl11 is the same for 3 or 4...

9400f - 2389
4790k - 2530 at stock, faster if overclocked (about 10%)
9400f - 6 cores
4790k - 4 cores hyperthreaded = 5.2 "real" cores
Comparative game performance (with a high end gpu) -
https://www.gamersnexus.net/guides/3423-intel-i7-7700k-revisit-benchmark-vs-9700k-2700-9900k
As can be seen the 4790k and 8400 (a fraction slower than a 9400) at stock are nearly the same.
basically if anyone says 4790k needs an upgrade for gaming they also say they need to upgrade the brand new ryzen 2xxx cpus also
if building a new pc for gaming, go with an i5k/i7k or ryzen
