Dualshock 4 with Wireless Adaptor Steam
Will I be able to use this on Steam or will I need to download some third party software to play games on Steam? I bought the combo kit to stream games on PS Now.

It will work on Steam. Some games will only show you Xbox controller icons/buttons which gets pretty confusing though.

any bt4 or better adapter will work on the ds4
pair using windows bt pair utility

don't play wireless, use wired cable, you can buy online for dirt cheap and they don't suffer of high response delay.

The Sony provided wireless adaptor (which he has) is supported directly through Steam and generally is more stable than Bluetooth, and a lot less hassle too.

1ms is too high for you?
oh thats right on a 60hz monitor its 16ms between frames, or 144hz its about 7ms
controller -> bt adapter -> usb adds no more delay than controller -> usb
