Best budget powerhorse
I am planning out a future build that I want to put a 2080ti and an i9 9900k inside of it, while not costing too much. The current list is linked down below. Why do you need such powerful hardware? Depending on what you're looking to do, you could drop the price of this build substantially.

You can also use Windows 7 and 8 keys on Windows 10 installs, so that might save you $99.
Im Looking to do gaming at 1440p and 3d design as well as some lightly demanding work (demanding pc wide).
Can you wait for Ryzen 3xxx series?

For what you're looking for, it's my opinion that your proposed build is absolute overkill.
No reason you couldn't achieve what you're trying to do for less than half the cost of this build.

Budget and 2080ti with i9 9900k in the same sentence? You could use an i7 8700k instead? there is a wider variety of motherboards to choose from lowering your spend

also you could get a 2080 or radeon vii. both are good at 1440p.

I will have to start somewhere,
I would advise you to watch some videos about the best motherboard for that cpu! Gigabyte Aorus Master, Ultra and so on. Dont cheap out on the motherboard for that power cpu! On the same line, the cooler is a good one but i would invest in a liquid one, a good one, again; for that cpu!
You can buy genuine windows 10 for 20$ or less on known sellers (dont know if i can post them here).
You will need the best airflow case possible with that motherboard and cpu otherwise temps will be up!, and you could buy an nvme drive. A rtx 2080ti and a i9 9900k bottlenecked by a samsung 860 ssd does not make sense.

New build

Just get 1gb SSD instead of 2, unless you have some special reason. You can just partition it into 2. You can save a little by amd, but I don't think cost is a concern for you given your budget.

- Just get one 1TB Samsung Evo 860
- Really should get case fans (two 140mm at the front as intake, one at the top as exhaust, and one 120mm at the back as exhaust)
- CPU cooler is so damn ugly, it is powerful but there are better looking air coolers for simular price that are just as good. I suggest "be quiet! Dark Rock Pro 4"
- You may want to consider a motherboard with better VRMs and more features (like WiFi for example) I suggest you get a "Gigabyte Z390 AORUS ULTRA" motherboard instead. If it is too much money just get one 500GB SSD until you can afford more storage.
