My RX 580 over 70C is a safe GPU temperature ?
So i just bought new gpu, its asrock phantom gaming RX 580 8gb
I run Game like FFXV,Apex,tom clancy division and 3DMark my GPU Temp is 66C - 74C
is this still safe?

Yes, AMD cards run a little hotter than Nvidia carda, but thats perfectly acceptable.
If youre worried about the temps that much, you could use a more agressive fan curve.

For modern amd gpus, under 90*C is safe

If cpu or gpu don't thermal throttle then technically it's temps are safe.

ahhh i see, my previous gpu was nvidia gtx 750ti its never touch 65C
and I was shocked when my new gpu touched over 70C

Cause more powerful gpus tend to run a little hotter, it's normal.
GTX 750 / 1050 are around 75w total power or less, so yea they shouldn't get nearly as hot.

90*C often is not even hot yet for amd gpus

Thats normal for AMD to get really hot.

Thats normal for AMD to get really hot.
What about the single fan GTX1050 that goes over 80C in games? I guess it's not normal because nvidia.

No thats also fine. Though thats kind of weird because a 1050 is only a 75w card, max temps should be 75c and nothing more UNLESS, thats the no fan model where its just a heatsink and no fan.

No thats also fine. Though thats kind of weird because a 1050 is only a 75w card, max temps should be 75c and nothing more UNLESS, thats the no fan model where its just a heatsink and no fan.

That isn't how that works...

not at all... while AMD cards do tend to run a little hotter, Nvidia cards can still reach 80c with default fan curves. you would need to live in siberia to mantain under 60c with stock cooling

I am looking at 2 Nvidia cards pinned at 86°C and Clock adjusting atm. Er nope.
