GTX 1650 is more powerful and same 75W, although currently a way too overpriced compared what it does.

GTX 1650 is the most powerful one. But at that price point, one can spend $120 on a RX570 and another $30 on a 450W PSU, easily beats a $150 GTX1650. That card just doesn't make sense.

Prebuilds may or may not be able to upgrade the PSU depending on what it is, so until you know for a fact, the 1650 or 1050 Ti would be your best bet. And make sure they dont have any PCI-E connectors or they'll be above 75w.

Prebuild = throw it's PSU in the trash and replace it before spending any money to put a gpu in there. You can get a SeaSonic 520w bronze for under 50$, that would be more then enough and allow the use of pretty much any gaming gpu on market
