on most no
if it doesnt work and the monitor says 'out of range' or similar you will need to find a way to change it back

That is like 2 fps difference, you won't notice the difference.

depends on what you use to change it and it it has a 'test' option
in nvidia control panel you can set a custom res and test before applying it

You can try it the worth that can happen providing you have a well-made panel that decides to play along.

Why bother going to 61/62Hz? You'll notice 0 difference. Depending on your panel, you could overclock to 70Hz no problem but will most likely decrease the lifespan. Search the Web and see if anyone else has attempted 70Hz with the same panel

There is no risks, it will either work, or not. If you get blank screen after forcing a higher refresh, press ESC to cancel the new applied change.

But on a laptop screen I wouldn't even bother trying.

Why?

I overclocked my cheap benq from 60 hz to 69 about a year and half ago..and it's working fine.

If the monitor can handle (display image), there is no risk, may just put extra wear on it and cause it to die a little sooner.
But when have you known a monitor to just die? Only ones ive seen die are due to being hit/dropped or things being spilled on them.

You would notice a little difference, 60 to 65 is a bigger leap than 70 to 75, and even bigger than 144 to 165.
