Let’s say, if someone is happy with their old i7 3770k, but upgrades their GPU to a RTX 2080Ti will their be any issues with it?

may be a bit of a bottle neck as those older i 7's use older ddr 3 ram ( as long as its not really cheap slow ram) ..but should be ok with a small overclock for the CPU ..for now .. make sure you can support at least 16 gig of ram too ..as yes some open world games love to eat it up

How can I define a bottleneck? I heard people say, everything even new parts bottleneck all the time. I find this confusing.

you'll see it if moving from low to ultra settings in a game show no performance difference

and your CPU is @ 100 % an the gpu is alot .... i mean alot lower

slow ram can also be a bottleneck in some systems ..depending on your settings

if you have a 2080ti you aren't playing at 1080p. a 3770k with a mild OC will be quite sufficient at higher resolution gaming. since the gpu is rendering less frames per second at higher res the demand on the cpu will be lower.. the only reason to upgrade from a 3770k would be for cpu intensive workloads or some games that have physics calculations coming out the wahoo

It'll vary by game there really isn't a blanket answer other than if you're staying on 1080p you're wasting your time with a RTX2080ti it's just not intended for 1080p.

Demands haven't changed over the last few years, probably because of the graphics price hike. The requirements are pretty stagnant, but this may change when the next gen consoles are released.
The requirements made by developers are always BS, cif you want to play at Ultra levels at high fps. you got to have the newest hardware, Hell let loose plays like crap on i7 7700k 16gb ram 1070, i7 8750k 32gb ram 1070, plays perfect on i7 9750 16gb 2070 maxq

That is game dependent. I replaced my overclocked i7-3770k about 4 months ago. With some games it was great with others it was showing its age. I now have an AMD 3600X for gaming. The cores helped but it seems the extra CPU cache was a winner, especially with massively multiplayer games. There is also the matter of which resolution you play & what you think is a playable frame rate.
