Do I need to reflash my Bios if reinstalling windows?
assuming the reinstall is the 'factory reset' option from the boot menu

Do a proper Windows reinstall, create a Windows 10 installation flash drive with the Media Creation Tool and boot from it. The reset options in Windows are notorious for not fixing issues you are experiencing or causing new issues.
