With RTX it's best to just buy a model that already has a full water block on it if thats the way you wish to go.

About this can be was to think in moment when still teetered GTX 1060, but accidentally bought RTX 2070 Super (on shares). None of the waterblock manufacturers (EK, Corsair, Phanteks, Bitspower, Heatkiller, Alphacool, Bykski) list a block compatible with your card (non-refeference PCB layout). Ek doesn't even list a universal block for the die.
If you really want to watercool the card and are able to, return it and get something more popular (ASUS, Gigabyte, MSI).

In accordance with the law, I can’t just at my whim change this video card to another model. You can certainly put it up for sale (cash losses will not be big with this sale because of the purchase price at the very beginning at a rather low price), but at the same time I see that most of the water blocks are designed for simple versions of 2070, and not like my version is Super. This is just what slows me down. Although I was able to understand a little while watching that if you take it from 2080, then there is a chance that it will rise, but I just don’t want to get into such a little thing.
Through a little search, I just found out that I have one of the "Founders Edition", which just allows me to put a block from 2080, but it’s just that doubts gnaw at me a little.

Pretty sure that's just a reference pcb by the look of it so any block reference or founders block should fit it, however, watercooling a 2070 is an odd choice, for the cost of the loop you could easily buy a faster card, the cost of loops get expensive, very fast.

I do not plan to change it within a year, unless the manufacturer does as it was with the advent of the 1000 series, which even the average produced the same result or close to it as the 900 series from the upper segment.

And if the video card works for me with good cooling (I hope the water will give it, if it’s not, then it makes no sense to put water on me, since I already have a good purge of this case in the form of 6 fans for 140 mm each, but I can still put 4 pcs), then it will last a long time and will not show me image artifacts.
That's fair enough, but, you should of probably just bought a better base card as watercooling it will cost youatleast £3-400, more if you want to do the whole system properly, mine came in at £1400 and I've budgeted 1000 for the second.

You've gone for the most basic card possible so I wouldn't expect miracles from overclocking it, if you don't mind the noise, just turn up the fan and leave it stock, potentially look at an aftermarket aio or air cooler for it, but, putting a custom loop on a (relitivly) cheap card makes no sense.
Again you have these choices.

Buy a gpu model that already includes a full coverage water block, or buy a gpu that has the FE like Reference Design/Layout as this is what water block makers will go by because gpus with custom coolers will differ in PCB layouts.
