You're below the minimum requirements for the game -- the 3770 and GTX 670 are vastly better than your i3-4150 (Not a K CPU, that doesn't exist) and 750 Ti.

https://gpu.userbenchmark.com/Compare/Nvidia-GTX-670-vs-Nvidia-GTX-750-Ti/2181vs2187
https://cpu.userbenchmark.com/Compare/Intel-Core-i3-4150-vs-Intel-Core-i7-3770/2309vs1979
These are not 1:1 results, it's based on rough averages, but this is just to show how below minimum specs you actually are, and that's why it's crashing.

You have to upgrade to a new system entirely.

This is a good place to start; it'll easily max out Rust's settings at 1080p, and probably 1440p as well. I used to play it when I had a 1070 Ti, which is around the same performance, and had no issues with maxing out the settings at 1080p.

Then you're completely out of luck, sorry to say.
Rust runs horribly even on the 1050 Ti/1650, it'll never run well enough on a 750 Ti, and having a weak dual core doesn't help.

Rust ran fine on my gtx 780 and 970

But you need a strong cpu and 16gb ram. An ssd always helps too.

my dad says if i change my cpu i also have to change my mother board is that true?

Unless your current board supports 4th gen i7 like 4770, 4790

As yes anything newer or present on the market would require new motherboard and ddr4 ram.

Overall, let's be honest, your pc is crap for playing games on smoothly. I'd save up and build a new one with all modern parts/specs

Yea and it's way too weak for most games. It's a slow dual core cpu
