Uninstall all Visual C Runtimes listed in control panel, programs and features. Once those are all removed, click Turn Windows Features On/Off on the left hand side panel of that window. Then untick all boxes for any NET framework, click OK to apply. Then reboot.
Then reinstall them all again, starting with the NET/ASP Frameworks via that programs andfeatures window. Ticking the boxes back on and clicking Ok will reinstall those. As far as any Visual C Runtimes those can be found within the game folders of games that use them.
EDIT: I am trying to uninstall 2008 Visual and it is taking quite a while. I don't think it is uninstalling either! It is stuck on "Preparing to remove"
Reboot and run Disk Cleanup via the run as admin option. Tick all boxes except for "Downloads" and click OK to remove all that junk. Then reboot and try to re-run an original VC runtime 2008 installer, when the options comes up, click Repair.
See if that works
It only take like 5 mins to grab every redist you will ever need for VC.

As long as you reinstall and don't format, the previous os along with all c drive files get backed up to "c:/windows.old"
What also helps before doing that is you can backup your windows user which has all your localized settings you've changed for various os settings for that user. Then after an os reinstall, restore the user.
Do a full os reinstall via your own usb flash drive that contains win10 64bit 1903
But what you could try first is system restore
Did you try the vc redis all in ones from majorgeeks?
Leading me to believe it may be the Windows Installer.
