Don't run 4 DIMMs with Ryzen, because it doesn't work as flawlessly as it can with only 2. Run 2x16GB.
Reason being is that it's more difficult to overclock RAM with 4 modules for Ryzen; I can't overclock my RAM without getting issues, no matter what I try, when I have all 4 modules installed. (3600 also has next to no benefit in gaming over 3200 MHz anyway, you only want 3600+ for multi-threaded workloads that have a real benefit from fast RAM)
The only other reason you'd want more than 3200 MHz is if you were planning on maximizing CPU performance with 3800 MHz RAM on a 1900 MHz Fabric clock (FCLK)
Don't need a 750W PSU for a 2080, not sure why you keep gravitating towards that number. I have a 3900X with PBO limits disabled and an overclocked 2080 and the average power usage under load really doesn't exceed 500W.
If you are forced to get 4 modules because you either already have them or want to use a massive amount of memory get a motherboard using a t-topology RAM layout like the Asrock X570 Taichi/ Phanton Gaming X instead of the more common daisy chain layout. t-topology and daisy chain both have their own ups and downs.
I wouldn't go below gtx 1660 Super or Ti

At least one SSD to house OS and main apps. Games can go on a secondary sata hdd or other ssd.

MAX boards are much better, and have out of box support for 3000 series.
