It`s pretty normal for 2080 not always get stable 60 fps in 4K with cranked up settings, if you are serious about maxed out 4K then it`s better to invest into 2080 Ti, this usually manages 60 fps.
If you are willing to play with the settings and not always max out everything then 2080 can manage 4K decently enough.
Try setting the mobo to max performance.
To determine what is happening install MSI Afterburner and configure it to look at cpu threads and all gpu figures. Is there 100% load on any of the cpu threads? Or gpu?
Rather than more cores, faster cores are desirable. With fast memory e.g. ddr4-3600.
