Yes, these cheap PSUs are prone to issues like coil whine and are not all that reliable. I wouldn't trust my PC with one.

going too cheap can damage hardware
a failing psu can kick out all kinds of ripple/noise or put 110/220v ac through the system
for where you are, its worth the extra 15 or 5 over the cx500 for the seasonic s12ii 620
