You can use the BIOS to overclock your CPU in small steps. After each step just test it with benchmark and stress test software (Cinebench for example).
Seems awfully low for under load sure thats not it's idle temp? If so it's going to be hotter once you game or do other cpu intensive tasks.
Enter the bios. Reboot PC and press F* or Del key to enter your Bios.
As for OC'ing might want to google and read some guides out there. Include your motherboard model in the search and you may find guides specific for your motherboard. One example for you

Edit: Just launched and player Monster Hunter World for like 10 minutes and it went up to 44*c and wouldnt go above, mobo went up to 51*c top. Now writing this after closing the game and CPU is already down to 32*c.
That's quite cool actually after playing. Motherboard should be fine for overclocking a bit then. Hopefully it's a decent Corsair powersupply, but there's only two ways to find out. I think this is a good starting point: https://www.youtube.com/watch?v=YXg2sB4GWJA
Do you know how I could do a RAM test with Aida? I am convinced my PC is only using half my RAM but it knows I have all 16gb installed :/
