PC stuttering while alt tab any steam game

Everything on my PC works just normal but when i have any steam game open and alt tab everything stutters like hell (mouse cursor/videos/etc everything lag) Games still work perfect fullscreen/minimized

I have no idea what is wrong. Task manager seems just normal. If have any non steam game open and alt tab its just normal.

specs:
windows 8.1 pro (latest update)
GTX 980 (latest driver)
i7-4790K
16GB ram
ssd/hdd (enough space on both)
2x monitors 1440p g-sync and 1080p

most games don't like alt tabbing when in full screen, try to switch to windowed before alt tab and see if works

same thing with full screen/windowed. Literally if i have ANY steam game open on background everything stutters like hell. If i have any non steam game open and alt tab everything is normal. So it has to be somehow steam related

sorry i dont get notification when i get an answer.. i have your problem but only when using the steam overlay in game to open it's browser or discussion etc, in windows all it's fine (if i dont play heavy games like ark).
Maybe its a stupid thing to say but can you look if your windows 8 is a 64bit platform? as far as i know 32bit windows dont support more than 4 gigs of ram and the game + steam would eat yot ram causing this slowness stutter (also if is 64 bit look if the windows use all gigs of ram, often to me it's say 8gb(4gb usable) and every thing is slow as hell) if yes look video on yt about that or change ram slots

I bought my PC late 2015 and everything has worked perfectly until now. Just now few weeks ago i had this weird lag when i have steam games open on background (literally any ♥♥♥♥ game its still stutters)

My windows is 64bit
done virus scans

My pc worked normally with any game alt tabbed before

it is nor ram issue. Any non steam game alt tabbed works normal. In task manager everything seems normal...

After looking through the above forum and a few more, the general consensus is that it's caused by a memory leak of the game, and the only way to fix it is to play windowed/borderless

I've also read that some people managed to fix this by disabling either or both the Steam overlay and Discord overlay.

I avoid the discord overlay because of the amount of problems it causes.

Have you also tried disabling the full screen optimisations in the properties of effected games?

1. There is no problems when i alt tab from bnet games (or any other non steam game)
2. Same stutter with all steam games. Even those random achievement games make stutter when on background and not just high end game issue
3. There is no difference if game is full screen or minimized
4. Stutter even when steam overlay is off
5. Discord is on background but no overlay on it
6. This started few weeks ago and i have no clue what is the problem... never had this problem before

It is so weird that cant figure out what is problem

Update to windows 10, whatever bugs and lack of optimizations are permanent on 8 now. There is no reason for your system to stutter, you have the resources, your os is just out of date, so no one is going to know what's wrong.
