is there a powerful graphics card that would run well on an i5 6400 or shall i just upgrade to a better cpu?

Depends how powerful, it should handle GTX 1660 Ti or RTX 2060 decent enough but higher then that and with higher resolutions then 1080p it`s probably best to start thinking about upgrade.

Well they are currently good mid-range cards not some very powerful high-end ones.
Where you might struggle with this CPU is in some latest games that make good use of multiple cores and where just 4 cores without hyper-threading wont really cut it anymore.

It`s about same, 2060 is about 10-15% more powerful card then 1660 Ti but that difference doesnt really matter much for 1080p resolution.

There is no recommended GPU for a specific CPU.

Just get a new GPU - buy the most powerful one you can comfortable afford. If you end up getting a new MB/CPU/RAM at a later time, the GPU will still be viable to keep and carry over.
