is there a powerful graphics card that would run well on an i5 6400 or shall i just upgrade to a better cpu?

Well they are currently good mid-range cards not some very powerful high-end ones.
Where you might struggle with this CPU is in some latest games that make good use of multiple cores and where just 4 cores without hyper-threading wont really cut it anymore.

my current gpu is a 1050 ti but im literally just about to either purchase a 2060 or something a that would work well with it as well.
and im also on the verge of buying an i7 but i dont know if its worth it

Performance is not that different, 1660 Ti lacks the ray tracing of 2060 but you not gone really use it anyway on 2060 because it will be huge hit on performance.

It`s about same, 2060 is about 10-15% more powerful card then 1660 Ti but that difference doesnt really matter much for 1080p resolution.

There is no recommended GPU for a specific CPU.

Just get a new GPU - buy the most powerful one you can comfortable afford. If you end up getting a new MB/CPU/RAM at a later time, the GPU will still be viable to keep and carry over.
