upgrading
Hi! I have a prebuilt pc i got a couple of years ago because I wanted to get into steam. Here are my Specs:
CPU: Genuine Intel Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz
Motherboard: LENOVO SKYBAY SDK0J40700 WIN 3258026191043
RAM: Two 4 GB Samsung M378A5143EB1-CPB 2133 DDR4
PSU :Original Lenovo Power Supply 450w 80 Bronze 24-pin 54Y8930
CPU Cooler - Asia Vital Components Cooling Fan & Heatsink 270071DC
GPU: GTX 960 with 2007VRAM

This hardware pleased me for years but now I want something more. It's also annoying that now when I play a higher end game there are multiple freezes, some longer than others. What are some components I should replace that are slowing me down? Thanks!

Get a 6700K (and a better cooler), more RAM, a better PSU, and a better GPU

Honestly at the moment you would be better off building a new Ryzen based PC the Ryzen 1600 is on sale right now for $109 ( this is a insanely good price for the performance) and use your old ram and hard drives and DVD drive etc to save money if your budget is tight. If not I would recommend getting at least 16gb of 3000mhz ddr4 or faster ram. Also a AMD Rx570 8gb for cheap or if you don't mind used on eBay you can get GTX 1070s for dirt cheap!
Get a decent SSD for your operating system.
And do not pay $100 for windows 10 you can get a windows 10 pro key off eBay for $4.99 I've done it like 5 times all activated fine just look for the ones that have sold like 400 or so and activate it within 24hours.

Now days it's ryzen 3600, 1660ti and 16gb ram are basic should haves.

It's a prebuild. Just sell it as-is or find another use for it. I would not upgrade that. Better to build a new box based around Amd Ryzen

If your budget is too tight to upgrade your whole platform to Ryzen:
1. 6700K
2. 550~650W 80+ Bronze PSU from EVGA, SeaSonic, Corsair, Thermaltake, Cooler Master, etc.
3. 16GB DDR4 RAM
4. RX 580/GTX 1060 or better GPU

If you can afford it, on the other hand:
1. Ryzen 5 3600
2. Any 300 or 400 series AM4 motherboard with updated BIOS, or X570 motheboard for out-of-box support for Ryzen 3000
3. 16GB DDR4-3200 CL16 or better (lower latency and higher DRAM frequency is best, like 3200 CL14 or 3600 CL16)
4. RTX 2060 Super / Navi RX 5700 or better

But also that if you upgrade the ram on that Lenovo, chances are it doesn't support above 2400mhz
