Uninstall your drivers, reboot and install the latest for all of them

Should ensure bios and chipset drivers are up to date first.

Yes updating to latest bios is also a good idea, especially if you have newer gen hardware such as anything Ryzen or Intel 6th gen or later as they often have cpu microcode updates as well as plugs for the various security holes

Wipe the gpu drivers out fully and try a different gpu

FSCK windows - try Ubuntu and see if you have problems, if so it’s possible you have a legit hardware problem and no amount of windows help will resolve the issue.

I always boot up at least a live usb to check hardware vs windows probs, a bit easier to look at the systems logs as a bonus

did you check for a gpu firmware update? is it possible that its a background utility causing it?
