speaker, thats too high, headphones are around 8-32ohm

xlr mic, might work, but they are normally 1k-20k
iirc lower impedance less sensitive

Your average headphones are around 8-32ohms but that's because they're low impedance drivers. You'll find high impedance drivers in anything from 100-600ohms.

The scarlett solo will drive 250ohm cans but you'll be maxing that solo out easy. There's better options in that price range if all you're using it for is a headphone amp.
