Run DDU and reinstall your GPU driver.
Also, GTA V is kind of hit or miss with quad-core chips, especially one that old. It takes a bit of tweaking to get it to run on a CPU like that without any imperfections

I also ran DDU and re-installed the 431.60 driver.
About GTAV... Is there anything I can do?
My advice, upgrade to an i7-6700k/7700k. Then you shouldn't have any problems.
GTA5 needs 6 threads to work properly.
Adjust graphical settings, and RAM should be running in 1T, not 2T. Command rate needs to be adjusted in BIOS to 1T.

With 8GB RAM and GTX 750 ti only.
It's part of setting RAM timings. If you don't know how to set timings, you're better off just using XMP, because there is no reason not to if your board supports it.
X.M.P only got one option to disable it.
GTA V is a 6 year old game now. Even a Core2 Duo/Quad and HD 5000 series GPU can play it just fine. You are grossly overestimating what this game needs to run.

I'm quite confused how come could the build could experience stutters in this game, even with the "normal" (Aka low) graphics preset.
Because with that older build of yours GTX 750 Ti was limiting the performance, not the CPU. Your current CPU only has 4 cores, and 750 Ti had 640 cores. GPUs and CPUs are really different in how they work and what they work on, CPUs do long complicated tasks, and GPUs do a lot of smaller and simpler ones. Thus, if you're CPU bottlenecked - you're going to have serious stutters, but when it's GPU working at 100% most of the people won't even notice the difference.
Torturing your CPU like you do for a few extra frames makes no sense tbh. Just type in "60" in "Framerate limit" in your RTSS and check once again what your frametime graph looks like. You'll love it.
By reducing the workload you put on GPU you're not going to make CPU's job easier anyhow.
