I would change that monitor for something like the BenQ Zowie XL2411P or AOC G2590PX - theres no reason not to. They're around the same price and double the refresh rate of the current chosen monitor.

The extra cost doesnt make it worth it as they perform for the normal suer exactly the same.
Thats up to you when it comes to buying, in-game you honestly won't see much of a difference in fps between the two (max 2-3fps more). Only difference is the clock speed, the 2600X is 200Mhz faster which is pretty much a negligible improvement.
fans you can change later on when they actually fail and you had time to recover from the financial hit of purchusing the PC. Mostly they are fine for 2-3 years.
If you want better fans later on, I would recommend the Corsair ML Series. They perform great while being super silent and long living because of magnetic levatation instead of ball bearing.

If its capable of 1440p 100fps on Very High in GTA, 84fps at ultra in Rage 2 at 1440p, 90fps on High in AC Odyssey at 1440p and more why would it be best for the OP to get a 2070 Super but then use it with a 1080p moniotor when a 2060 Super at 1080p can get the same framerates?
You're thinking as though the OP has no budget to stand behind. Getting a 2070 Super will cost him almost double the cost of a 2060 Super. If you're going to suggest someone should get a 2070 Super, don't try to throw a 1080p monitor at them when its clearly a 1440p card.
"Here, I know the 2060 Super is perfectly capable and fairly priced for 1080p gaming, but I really feel like your money would be better spent on a 2070 Super at 1080p" is a sentence no one has ever said.
A 2070 Super is a slightly slower 2080, I'm sure you don't go around forums suggesting to people with a £1000 budget that they should get a 2080 for 1080p gaming do you?

2060s has aroun 80~120 avg fps at 1080p. 2070s gives almost 20fps more.
if you actually bother to read what i wrote, you would knw he could save 120$ from his original build and still keep the 1080p 144hz monitor. Then he can use that money to upgrade his gpu to 2070s (Gosh how many times do i have to explain this)
So what your saying is £250-£300 justifies 20 more frames at 1080p when OP is clearly on a budget? His pc is already pretty balanced money wise, that 120 dollars saved from the original price means nothing when a 2070S is almost double the cost of a 2060S. He's still going to be putting an extra £150-£170 on top of his budget if he does what you say to trim his budget down. I know if I were on a budget I wouldn't be overthrowing it by £100 or more for the sake of 20 frames, if he's already hitting 120fps, he isnt going to notice any difference at 144.
I'm currently waiting for my MOBO to arrive then I'll be putting my brand new rig together too, if you need advice with the build just ask bro.
