For 1080p Gaming both CPU's are mroe then you need and an i7-9700K will do the trick aswell for lower price unelss you do streaming through the CPU.
For 1080p the RTX 2080 is aswell way more then you need and you could safe the money for further upgrades.
For raw performance in gaming and streaming simultaneously, the 9900K is the best CPU to do it, and has about the same price-to-performance ratio as the 3900X. It really comes down to either preference, desire to overclock, or depends on whatever platform one may currently have. If one already has AMD Ryzen, they're obviously better off staying on that platform, and vice versa for Intel as long as their board supports 9th gen.
I would go AMD, its newer and more energy efficient.
Although 3700X isn't a bad choice, if you can afford to go that route, sure.
9900K though should be compared with 3900X, not 3700X
For gpu I'd look at RTX 2080 SUPER
For Display I'd look at 1440p/144hz and use DisplayPort
For a mixed workload the 3700x.
9900k & 3900x for for more content creator/multi thread dependent workloads.
It's awesome we have this flooded & competitive CPU market at the moment; seems like there is a sub-category for everything.
GPU market sucks; but hey........baby steps to the elevator Bob.
