You should really swap out your monitor to 1080p HDMI or DP. VGA is ancient analog connection not digital and pairing it with RX 580 is not gone get you decent image quality in games.
Using a passive adapter has the lowest chance of working as you need active support for it.
GPU's need a 6+2 Pin cable. Never a 4 Pin cable which is either for the motherboard or in your case most likely a Molex cable.
As mentioned above, Corsair VS-Series are absolutely garbage. There only few PSU's that are worse qualitywise.
For budget you really should Take either:
SeaSonic S12II 520W or 620W
SeaSonic M12II 520 or 620W
SeaSonic S12III 550 or 650W
If you want a quality PSU:
EVGA SuperNova G2
EVGA SuperNova G3
SeaSonic Focus Gold or Focus Plus Gold
All either as 550 or 650W.
Even though RX 580 has somehow a kinda high power draw for its performance, it is far away from being a beast. It "merely" middle class while it starts to drop into low end. However you need a cable with 2x 6+2Pins which are called PCI-E.
i will check those psu and prices now hoping they fit my case (this gpu wont fit unless i moove some cables and the ssd, it will enter a bit in the hdd big box

Ehh, curved and 27" is kinda too big for 1080p resolution, better suited for 1440p.

those two are cool too and kinda cheap, but better than my benq something 59 hz 21" (only vga)

The pixel size of 27" 1080p is bigger then 23-24" 1080p. Some people are ok with it and for some it feels too grainy.
This monitor is not for 1440p, the size of 27" screen looks better for 1440p monitors that have smaller pixel size.
1080p genrally look best at 23-24" size and 1440p at 27-28" size screens. 4K monitors can be even bigger.
RX 580 cant really run higher resolutions then 1080p well though.
Cost
However the pixeldesity is lower but still fine for me personally.
If you buy through Amazon you can return the product if you dislike for free anyway. Not to bad to test it out.
If you are not competitive and want better visual clarity a 24” 1080p will be quite an upgrade over your old 21” vga kit and as mentioned a perfect fit for your 580, I don’t think you will be disappointed.
I upgraded my 8yo Acer 24” TN panel monitor with a 144hz 24” curved VA monitor, it is a world of difference and could not be happier with it. Worth checking out, I was sold once I saw it running on display next to the others.
Really wanted a 27” 1440/144hz but they were near $400 for the ones I wanted and my 1070ti would have struggled a bit, very glad I went with the 24” 1080 it performs very well.

As for PSU I'd recommend a good 80+ Gold Certified 650W minimum
