Both gpus are only good for 1080p max anyways, to which youd never need that much vram for.

I wouldn't worry about it unless you're pairing a $30 CPU with a $3000 GPU. What you want is better performance than the iGPU on the 2200g and either card will get you that. The RX580 is better than rx570, but you say you can afford the rx580 anyway, so it sounds like you're hoping extra VRAM makes the rx570 a better card. It doesn't add processing power and more RAM doesn't improve performance so much unless your workload demands more RAM.

more vram is for higher texture, for example gta v, so I think more vram matters !

By the time you up the visuals in gtav to where 4gb vram is not enough, you would need a faster gpu to have decent fps.
Even GTX 970 or 980 are still good for 1080p gaming and only have 4gb vram
VRAM doesn't not matter. But a mediocre GPU with a lot of VRAM is not better than a more powerful GPU with less, but still sufficient amount of VRAM. And sometimes to make GPU's appear more attractive manufacturers will glob on extra VRAM that's basically pointless.
IE GeForce FX 5200 512MB being the more egregious example from days bygone. But a RX570 8GB is a little bit silly too.
And generally if you're buying a decent GPU you don't have to worry about it being crippled by insufficient VRAM anyway.
But since you mention GTA V, https://www.guru3d.com/articles_pages/msi_radeon_rx_570_and_580_mech_2_8g_oc_review,24.html the RX570 4GB and the RX570 8GB perform nearly identically. VRAM only matters if you need it. If you're using less than 4GB, 8GB isn't going to change much.
In short an 8GB RX570 is marketing to make it look two better than the 1060 6GB, except two better doesn't really mean anything (or 4 better than the RX 570 4GB, whichever one you want).
Those high vram on gpus do help sell GPUs to those who think the higher vram alone equals more performance
