What motherboard you have and what case?.
well. Only thing I can think of is try powering it off again and re-connecting it. I know you say it's plugged in right but sometimes things happen. Try connecting it again and whatever thing wasn't right before maybe it'll fix it. If you have tried that already then try bending the cable a teen bit at the base by where it is attached to the connector. Just bend it slightly a little bit maybe a wire is loose or something.
The end that connect to the motherboard. Like where the cable starts that is connected to the connector that you plug into the motherboard. Just bend it a little bit. Please don't blame me if it's worse off after that, That'd be messed if Windows doesn't detect it at all after you do that but what do you have to lose, it doesn't work the way it is now.
