If you aren't building a decent system, then you're just better off buying a pre-built. Anything less than a Ryzen 3 system isn't really worth custom building, as the difference between pre-built and custom built pricing is greatly diminished in ultra-budget to low end hardware, and you get activated windows, whereas otherwise you have to go without or cough up a fair bit.
That being said, anything Ryzen 3 and beyond, you'd want a decent PSU like a Corsair CXM at lowest, with EVGA SuperNova and SeaSonic FOCUS units being among the best.
If you can't afford going a little above what's necessary to ensure that the system is able to last longer than 5 years, then you really shouldn't be in the PC market to begin with. You can't cheap out and expect it to be any good or to last.
Then get the 620w seasonic and be done with it.
You could just get a 1050 Ti used or new 1650 that doesn't use any power connectors and be done with it, since 500W would be enough. I don't think your CPU will make much use of anything higher if the GPU in your system is one of the worst in existence.
If you're not willing to buy a PSU like EVGA SuperNova, then it's not even worth buying an RX 570 unless you want it to blow up.
