Case Fan Doesn't Spin until I manually spin it
Everytime i turn my pc back on I have to open the panel and then manually spin it for it to spin itself. What does this mean?

It's broken. Clearly it struggles to start itself. Just buy a new one and replace it. They're not very expensive.

Newton's first law. An object at rest remains at rest. The motor has weakened, or the resistance around the axle has increased so much, there's no longer enough force/power available to get the fan spinning. Given the price of fans, buy a new one.

Dead fan.
Buy a new one, I recommend the Arctic F12[www.amazon.co.uk], or even the 5 pack if you want to replace them all, for cheap.
Otherwise, buy a good fan, like Noctua, Be Quiet!, or Corsair (their ML fans if you want something with a long lifespan.)

It can also mean that the start up voltage is too low. Some mainboards overcome this by running all fans at 100% for a second during boot, before all the silent low RPM begins.
You can have a look at the RPM settings. Maybe a bit more helps.
