It MIGHT be capped, not WILL be capped. It only happens if GPU frame buffers work in FIFO mode, which requires classic VSync implementation and fullscreen mode. One can use borderless mode or FastSync to have VSync without capping the framerate.
Just to reinforce this, in addition the other good info this far, even with a rocking CPU and a 2080ti, you are not going to hold 240fps in many demanding modern titles, so a 240Hz monitor may be self defeating. If all you play is CSGO, Rainbow Siege, Doom, Portal, etc., then great.
Even if you are running top of the line hardware, I'd recommend going 144Hz over 240hnz. Unless you have another usage reason, no point in handicapping yourself.
