Best software for GPU downclocking?
my PC is using too much power and precision X has a downclock limit and it isnt enough

What do you consider "too much power"?

All hardware by default uses a certain amount of power in sleep, idle, to full usage. Are you talking about raw too much power? Because most systems dont cost much per month to run.

Much like overclocking; you dont want to underclock a gpu too far either. Use no more than 1080p (or 720p) and 60Hz or less if you want to worry strictly about power consumption; you can also via the OS set everything to power saving modes.

Then either the wiring is too old and you should contact a certified electrician, or there's an issue with the PSU or GPU which can trip a breaker when there's a serious issue usually involving shorts.

Unless you're pulling 2,000 Watts + 18Amps (2,200/20 actual - over time limits may be lower) or higher you shouldn't trip a breaker, generally. Anything on the same line drawing power can also cause that such as a washing machine especially when they're combined.

15-20a is a normal circuit

avg pc is well under 500w, if there is a 1000+w microwave or other high power appliance on the same circuit it could trip breakers
most breakers weaken the more they tripped, replacing the breaker may be a temp fix

Just like _I_ said, PC doesn't pull that much electricity. Although if you want to try downlocking - you can limit your CPU clocks with MSI Afterburner and your CPU clocks within the advanced setting for power plan (processor power management>maximum processor state). I doubt it will make that much of a difference, but feel free to try. But you might want to try undervolting first.
Lowering GPU clock rate will not lower power consumption. Power consumption is not depending on the clock rate but voltage.

Then u need to install a 15-20amp circuit wall socket in the room

Some homes have 10amp in many of the bedrooms and aren't enough for some devices
