It shouldn't, considering it's better than the i7-4790K, which can handle a 1080 Ti.

What would the fps difference be from a ryzen 5 2600 and a 1080ti compared to a i7 9700k and a 1080ti? Would there be much fps difference in games ? Thank you .

Big difference, the 9700K is a much better CPU, but the cost doesn't warrant the gain. If you have the budget for considering the switch to Intel, you're better off updating BIOS (if you have a 2600 atm) and upgrading the CPU to a 3600.

The R5 3600 has comparable performance to the 8700K and 9700K but costs half as much.

1080p 144+hz will be a cpu bottleneck
4k 60hz will be gpu bottleneck

1440p 60 should be fine

a GPU will never bottleneck a CPU. CPU performance is not depending on the GPu will the GPU requires core data from the CPU and thats why you can have a CPU bottleneck.

However high FPS require a better CPU as it needs to push those core data faster. If you go for 144Hz at 1080p then the CPu will be more important then a GPU.

In some CPU intensive games a 2600 will limit a 1080 ti with a 1080p 144hz monitor how bad will greatly depend on the game.
