Amp or built in SoundCard
I plan in getting a sound bar with a sub and a headset with a dac. Should I get an amp or just plug in the sub and sound bar into the pc and headset/amp into the sound bar? Will it be reaching full sound potential or am I losing quality?

If it’s usb sound bar, don’t bother with a sound card the usb connection will be its own sound card if that makes sense (like a usb headset), will see it as an audio output device independent from the others you have installed.

Which sound bar did you get?

Planning on getting the Soundblasterx katana and the Arctis Pro gamedac headset

I was thinking of getting a Katana for my recently built 3900X rig, but a good deal on a Philips Fidelio HTL9100 popped up and I went for it, cost me less than a Katana would have. Anyway, since I was using a high end X570 mobo, I decided to use the DAC on my mobo DAC by using a minijack -> L/R RCA jacks, then on my Audio CP, I'd set audio to upscale to 32bit/192kHz. I dunno if that makes a difference, but at least I'm squeezing the most out of my onboard audio.

Edit - I do have an Oppo HA-1 DAC combo which I use for my headphones only, so I don't have to compromise on the headgear parts.
