is it safe to disable thermal throttling?

i cannot repaste my laptop because tiny screws of the heat sink are stuck (not stripped)
undervolting doesnt do anything for me
93-96 degrees temps when playing and i know its bad
fan speed at 6000 rpm
i get good framerate but my cpu and gpu throttle
the temperautre is pretty stable

No. Your're already at high temps and disabling throttling will burn out your CPU and/or GPU. Best you can do is get a laptop cooling pad.

Don't disable it, you may burn your CPU and GPU in no time, or, if it's one of these laptops, it will just shut down, but it's totally not worth the risk. If you can open the backplate of your laptop, just cleaning off the dust from the fan/heatsink may solve your issue, I had throttling issues with my 2013 laptop and by cleaning the fan I had no more than 83 degrees celsius while gaming.

Thermal throttling is an unmanageable hardware feature, you can not disable it.
You can only disable power throttling policy in your OS. This is absolutely safe. But in case your CPU will be overheated, it will be throttled or even completely powered off dependless on your OS power plan.

of course you can disable it, espacially in BIOS with the right boards. Hardcore overclockers like to do it or raise the limits.

Please, read volume 4 of Intel Software Development manual. It contains description of all MSRs.
This is smallest volume of all four - only about 500 pages.
Name MSR which I should write to disable thermal throttling. You can't? What's a pity...

OFC, I cannot say anything about AMD CPUs, but I'm sure they have exactly the same pure hardware protection from overheating.

Pretty sure LN2 over lockers disable it, it's needed for min temp as well I believe, no idea how though and I would not recommend it if you want a working laptop.

I apologize, I have not expressed myself accurately enough: all program which claims to "disable" throttling (which is impossible) are safe for CPU.
VRMs on motherboard or power supplies could be damaged if manufacturer artificially limited designed power consumption.
And tachoshy is partially right - users have limited control over temperatures when CPU will start to throttle. More than that, they can choose the way which built-in Intel thermal monitor will deal with high core temperatures - it can either limit power package or drop multiplier to minimum (usually 8).
But that's all.

Have you tried dusting out your machine with compressed air? After some time it will happen to all machines, but it's made worse by pets and smokers in the house. Might regain a few degrees by clearing out dust bunnies and mung.

yes ive seen it lower the temperautre by around 15 degrees and lower the game fps of the game

Why don't you take the laptop to a hardware/repairs shop, and ask them to take it apart?
Or try turning the screw with more force, it could be that there's threadlock in there, and you just aren't turning hard enough. (Idk, because you're 'scared' or 'concerned' you'd damage it?)

93 C or F? Because if it's the former, you really don't want to disable throttling, you'll damage the CPU.
