This is pretty much what you can expect from modern games with this setup, nothing really unusual there when it comes to performance.
I think your score would be about right for Witcher 3 at 1440p. It was released mid-2015 so the graphics engine would be 5 or 6 years old now. The article below says that there were problems initially with 1440p with many cards not being supported. Those problems have probably been fixed but I think it's the game not the pc.
The article benchmarks the Titan X at 1440p at 85 fps on medium settings. Titan X is about rtx 2070 performance.
