While CSGO can run on anything, it doesn't run on IntelHD that well.
So yes, the FPS you're getting is about right.
Try lowering some settings to see if you can maintain a decent FPS.
4gb of ram on Win10 is also just very bad
the amd gpu is just a battery draining feature
the cpu is fine,
but csgo needs a better gpu for playable fps
The real issue is ram and it probably has a 5400rpm hdd
Intel 610/620/630 can run GTAV at a playable fps, so CSGO won't be an issue. Just that it wouldn't be a good laptop to try and play seriously competitively on is all
I'd get another 4gb ram and maybe install an ssd and clean install Win10 64bit 1903
Look at games that are more demanding then CSGO and build something that will hold up over a few years.
