Is 300w psu enough to run rx570 or gtx 1650?

Which does not say anything... Still depending on the rest of hardware as that consumes power as well. Parts you move out of the Pc is for the power estimation useless.

gt710m is a mobile gpu weaker than modern intel hd

570 is 150w, 300w not enough for the rest of the build with it
gtx 1650 is 75w, that will be ok

avg build, cpu 100w, mobo/drives/fans ect.. 100w
with gpu +75w = 275, close but will be fine

its good to have about 100w overhead

I wouldn't recommend it.

And the 570 wouldn't work because your PSU most likely lacks the extra 6/8pin which is required for this card.

And I don't recommend the 1650 because it's price/performance is garbage compared to the 570.

150W TDP rating doesn't mean that it actually will consume 159W in the end.
Most high end build don't even draw 400W. Besides prebuilds do such thing all the time. So it proberly will work not that I would recommend it as it way to close.

Buy at least a 450w bronze certified that had available connections for pcie gpus, meaning at least 1x 6+2 pin connection

If anything, I think a betterr upgrade for the OP's situation would be a GTX1050Ti, and it is very likely they have one of those SFF office workstation PC's.. No power cables required, and a lower wattage rating than what they wanted to upgrade to.
