HTC Vive Vs Oculus Rift S
Which one is better? I looked at the system requirements and Oculus looks like it's more demanding than Vive, is that true?

Ryzen 5 2600
GTX 1060 3G
16GB

A GTX 1060 3GB is going to be kind of weak for VR. Don't get me wrong I think VR would be extremely fun, but you should sell your GPU and also use the money you'd spend on VR to upgrade your graphic card instead.

(Or at least wait until the Valve Index releases since it will make the Oculus Rift and HTC Vive go down in price.)

It's "fine"... but it only having 3GB of VRAM will make it outdated sooner than you expect.

By the time it's outdated I will upgrade my GPU
But there is still a question, which one is more demanding to hardware?
Because I could buy HTC Vive for 969 AUD (Australian Dollars) in local store and Oculus Rift S for 649 AUD on amazon
Oculus Rift + Touch is 1121 AUD on amazon for some reason

They are pretty much equally demanding since they have simular refresh rate and resolution screens. I think the Oculus Rift has a worse setup situation due to it's sensors (see 13:00 in the video)...
Also maybe check out used options on eBay if you're willing to take the risk to save money.

I would say the HTC Vive is the clear choice but at $310AU more I would say that is too expensive.

As I said before though both the HTC Vive and Oculus Rift will drop in price when the Valve Index is released. It is worth the wait in my opinion...
