Good to check, I noticed some other systems went fine, but a few have this problem.
The one affected was:
Windows 10 - 64 Bit
Nvidia RTX 2080 Ti
With the latest Nvidia Graphic card drivers. I mention this because the "SearchUI.exe" under Cortana / Search Bar starts to use the GPU 0 - 3D process. It seems to be trying to off-load some of it's processing to the graphics card.
It reports nothing is corrupted on the system files, etc... However, will just continuously waste processing and memory building up an search index file 2GB+ (this can keep increasing in size).

Just backup Cortana's Cache foler (named "cache" ) into a backup directory, then copy it back in after the update installs.
Also make sure to install KB4511555 first.....

It's not corrupted, I verified all that.
It's a blockage upon Cortana and Bing web-based call outs upon local searching, affecting the new forced calls on the updated "SearchUI.exe"
Something you can either manually do, or use the apps "Spybot - AntiBeacon" or "O&O Shutup 10" and is done on purpose for privacy / security reasons.
Why you would want a web-call upon local searching your own personal files is beyond me.

For those affected:
- Roll back the update "KB4511555"
(or)
- Roll back the privacy blockage
(or)
- The fixes above provided by "Teh Spoopy Kitteh" works, replacing Cortana's Cache folder.
(or)
- Change the Windows registry to force "Bing web-calls" on searches, rather than Cortana.
(or)
- Editing Windows 10 Pro policy rules to block it.
ps: If the cache folder is backed up before installing KB4512941 and the folders are copied back after the update, the CPU load of Cortana (immediately without reboot) goes to 0%.

What is also happening is that ShutUpWindows 10 is causing automatic updates notification to only disappear in 1903 rather than actually stop the process. The accumulative update (KB4512941) is optional, so ShutUpWindows 10 doesn’t make the notification disappear. The update it is hiding is KB4511555...which is a .Net Framework update. Windows disables the .Net Framewoirk before downloading and installing the update. This can cause massive performance issues until the .Net update is installed and your PC rebooted.
So in short, another solution is to roll back from KB4512941 and then first install KB4511555, then do the optional update.

Those are the solutions if you wish to continue using ShutUpWindows 10. If you’re not using it (like me) you won’t need to worry about it. Just install KB4511555 first, then the accumulative update.
KB4511555 on my PC bumps CPU usage to 40% adding KB4512941 bumps CPU usage to 50%
Currently I would not recommend either update to be installed.
I reimaged my drive back after testing and CPU usage was back to 0% usage whilst idle.
K45122941 is an optional not mandatory update. To find it you need to check for updates. Do not install this update.
